Neighbourhood Plan

Since April 2012, local communities have been able to produce Neighbourhood Plans for their local area, putting in place planning policies for future developments and growth of their neighbourhood.  Once approved the Neighbourhood Plan's statutory status gives it far more weight in planning decisions at district planning level than that of parish plans, community plans and village design statements. All Neighbourhood Plans must meet specific conditions including being subject to examination and public referendum to be approved and included in the District Council's Local Development Plan.

Selsey Town Council has worked hard over the past few years with key local stakeholders to prepare Selsey's Neighbourhood Plan.   On 22 June 2021 at Chichester District Council's Special Council Meeting the Full Council voted unanimously that "That the Council makes the Selsey Neighbourhood Development Plan part of the Development Plan for Chichester District (excluding the area within the South Downs National Park)."

We would like to thank all of our Councillors, past and present who worked so hard developing the plan.  A special mention of thanks goes out to the Chair of the Neighbourhood Plan Working Group, Cllr Clive Alden for steering the project.  We are grateful and proud of our community who helped shape the plan and turned out, even in these Covid times, to vote in support for it.

Selsey Town Council Chairman, Cllr Andrew Brown stated "Selsey's Neighbourhood Plan is a live document and is constantly under review, so that together Selsey Town Council with the community, can have an input into the development and design of Selsey today and in what happens tomorrow."

On 6 May 2021 Selsey's Neighbourhood Plan went to referendum.

Selsey's residents voted by a majority for Selsey Neighbourhood Plan when it went to referendum on Thursday 6 May 2021.

The Selsey Neighbourhood Plan is an extension of the Chichester Local Plan 2014-2029 and is aligned to it. It lays out policies specific to the Parish of Selsey and reflects the needs and aspirations of the Selsey Community. These policies not only cover aspects of local housing development such as Design but also seek to reflect the Historical Environment of Selsey. They also cover important aspects of Society in Selsey, Conservation Areas, Recreational Spaces, Employment Land and Retail Centres. The Selsey Neighbourhood Plan allows Selsey to take advantage of 25% of the Community Infrastructure Levy to provide Selsey with Infrastructure within the Parish. It also closely aligns with the Selsey Town council Business Plan. 

The documents can be found www.chichester.gov.uk/neighbourhoodplan under the entry for Selsey.  Hard copies of the plan will be available at Town Council offices at 55 High Street, Selsey to be viewed in a covid secure environment by prior appointment.

Selsey Town Council had confirmation that all of the statutory documents required (as per Neighbourhood Planning (General) Regulations 2012 No. 637) have been submitted to Chichester District Council, have been considered against the Regulation 15 of the above regulations and are formally accepted by the local planning authority.

Chichester District Council ran their own six week consultation for the submission version of the Selsey Neighbourhood Plan  from Friday 9 February to Friday 23 March 2018. Hard copies of the plan were made available during the consultation period from the Town Council offices at 55 High Street, Selsey, the District Council offices at East Pallant House and local libraries. Representation forms were made available for completion at these venues.

Selsey Neighbourhood Plan - Pre-Submission Consultation

Selsey Town Council as the qualifying body has prepared a neighbourhood development plan, entitled Selsey Neighbourhood Plan 2017, for their parish with the help of the local community. The Plan sets out a vision for the future of the parish and planning policies which will be used to determine planning applications locally. The pre-submission consultation was conducted during February and April 2017. Representations were received from Statutory Consultees, businesses and members of the public. These representations have been considered by Selsey Town Council and, where appropriate, the Neighbourhood Plan has been amended to reflect them. 
The Neighbourhood Plan is now ready for submission to Chichester District Council under The Neighbourhood Planning (General) Regulations 2012 (Regulation 15).
